NTIA & FCC Model City Workshop

WORKSHOP ON MODEL CITY PROGRAM FOR DEMONSTRATING 
AND EVALUATING ADVANCED WIRELESS SPECTRUM SHARING 


In July 2014, National Telecommunications and Information Administration (NTIA) and the Federal Communications Commission’s (FCC) Office of Engineering and Technology (OET) issued a Joint Public Notice (PN) to seek public comments on establishing a public-private partnership to facilitate the creation of one or more urban test cities to support rapid experimentation and development of policies, underlying technologies and system capabilities for advanced, dynamic spectrum sharing. As a next step in the potential formation of the Model City, NTIA and FCC would like to conduct a national workshop during April 15-16, 2015, with interested Model City stakeholders from industry, government and academia, to further explore the development of, and alternatives for, concept, scope, governance framework and technical considerations. The feedback received will be important in building the record on this matter to bring the Model City concept to reality as we continue to work on ways to enhance effective spectrum utilization, technology innovation and global technology leadership. In addition, the model city workshop will discuss case studies of similar efforts. 

Model City Governance includes several aspects to ensure effective, collaborative testing with multi-stakeholder participation. Governance framework includes overall management and oversight, process needs, collaboration building and funding models. Processes could include among others, choice of cities, selection of technologies, performers or collaborative groups for testing, spectrum licensing and authenticated access to data. Funding alternatives for the Model City consideration could include bothlessons learnt from prior Public Private Partnership (PPP) models and any new proposed models for funding the model city, besides incentives for PPP investment. Discussions can also include understanding how the Center for Advanced Communications (CAC) and the National Advanced Spectrum Communications Test Network (NASCTN), Boulder, CO, can support Model City testing, modelling and analytics. 

Technical considerations can include but are not limited to, type of spectral bands, overarching criteria for sharing technologies or applications in related spectrum bands, infrastructure needs, test planning and execution. It is also important to understand the extent to which a Model City concept extends beyond the selection of an actual city but includes need for establishment and management of larger test systems, tools, and collection and handling of data, while taking into account security and intellectual proprietary considerations. 


Goals of the Workshop: 

  • Explore goals and scope for the model city 
  • Identify alternatives for various key components, balancing federal and non-federal interests, primarily focused on: governance (management and oversight, process, funding) and technical considerations (infrastructure and spectrum, testing, data and information handling).
