The Broadband Deployment Council

The Illinois Broadband Deployment Council was established in 2005 by then-Lieutenant Governor Quinn. Executive Order 9 (2005) can be found HERE. The Council exists to improve access to broadband networks not just for residential consumers, but for public, private and not-for-profit organizations all across the state. 

Access to the modern information economy is crucial for every community. Because high-speed Internet technology can improve public safety, health care, education and jobs in our state, Illinois established the Broadband Deployment Council.

The Broadband Deployment Council is made up of members of Illinois government as well as Governor-appointed broadband champions from various sectors throughout the State. The Council meets quarterly on the third Friday of the month .  Click here for upcoming meetings, or view archives here.


Workgroup Structure

Public/Private Partnership Workgroup: One of the duties of the BDC is to encourage and facilitate the coordination of private and public telecommunications deployment, including local and regional efforts and public-private partnerships. The Administrative Committee charges this workgroup with developing a plan to coordinate between public and commercial entities to come up with innovative partnership ideas. This builds upon the work of the prior BDC Policy Committee.  Bruce Montgomery is the Public/Private Partnership Workgoup Convenor. 

Illinois Broadband Plan Workgroup: One of the duties of the BDC is to continually assess and catalog the telecommunications infrastructure of the state of Illinois for the purpose of determining the present and future needs of the state with respect to realizing the goals of competition, affordability, universal service, and securing the state’s telecommunications and economic future.The Administrative Committee charges this workgroup with developing a corollary to the National Broadband Plan. Ryan Plunkett is the Illinois Broadband Plan Workgroup Convenor.

Illinois Projects Workgroup: One of the duties of the BDC is to continually assess and catalog the telecommunications infrastructure of the state of Illinois for the purpose of determining the present and future needs of the state with respect to realizing the goals of competition, affordability, universal service, and securing the state’s telecommunications and economic future.The Administrative Committee charges this workgroup with tracking projects in Illinois and recommending any ways the State might assist or benefit; and compiling information on the BDC website. Herb Kuryliw is the Illinois Projects Workgroup Convenor.  

Open Issues Workgroup: One of the duties of the BDC is to make recommendations to the General Assembly regarding telecommunications initiatives that require legislative approval, as well as working with state agencies to encourage and help coordinate the spread of universal, competitive, and affordable advanced telecommunications services. The Administrative Committee charges this workgroup with monitoring requests for comment from government agencies and preparing responses. Julie Oost is the Open Issues Workgroup Convenor.  

FirstNet Workgroup: The duties of the BDC include:  (a) To identify those portions of the telecommunications infrastructure owned by agencies of the State of Illinois that can be made available for lease to commercial ventures, non-profit agencies, and local governments; and to establish standard procedures and pricing for lease of such infrastructure;  (b) To ensure where possible that any infrastructure improvement undertaken by an agency of the State of Illinois includes the installation of underground conduit that can be made available on a non-discriminatory basis to public, private, and non-profit entities interested in running fiber-optic lines for communications or information services through such conduit; (c) To encourage and facilitate the coordination of private and public telecommunications deployment, including local and regional efforts and public-private partnerships.The Administrative Committee of the BDC charged the workgroup with monitoring the FirstNet project and providing input to maximize broadband deployment. Joe Galvin is the FirstNet Workgroup Convenor.
